I know you can still be TOSed on locked posts, however, it's my hope that nobody in this comm would report one of our posts, since nobody wants to cause anything bad to happen to their own comm. And if there was a post that DID bother people enough to consider reporting it, I'd hope that instead they'd come to me and let me handle it without bringing the LJ brass into things. My thought is, if the members aren't (hopefully!) going to be reporting anything, and non-members can't see the posts, then how would we ever get on the LJ Abuse team's radar in the first place?
